Response to Protocol Review Scenario: It's Already in Writing

Foulke challenged Great Eastern's IACUC to show him any regulations requiring the IACUC inspection of an animal housing area. This is a challenge that can be easily answered by showing him the Animal Welfare Act (AWA), Animal Welfare Act Regulations (AWAR), the PHS Policy, and the Guide, all of which require an institution's IACUC to inspect all animal facilities, satellite facilities, and animal study areas (e.g., research laboratories)1. The PHS Policy defines a satellite facility as “any containment outside the core facility ... in which animals are housed for more than 24 hours2.”

If Foulke remains insistent on a written policy from the IACUC, the Committee could show him the Great Eastern's NIH/OLAW Assurance Letter, which will state that the institution's IACUC is required to inspect all of their satellite facilities at least every six months.
