In October 2017, the European Commission (European Union; Brussels) released the European Science Cloud Declaration (EOSC) to the scientific community for their endorsement and commitment to implement by 2020 (https://ec.europa.eu/research/openscience/pdf/eosc_declaration.pdf). The goal of the EOSC is to support knowledge creation by fostering open science, open innovation and open dissemination to ensure knowledge and scientific data can circulate more freely for innovation and educational purposes.
