At a time of stagnant international climate negotiations, national legislation on climate continues to progress apace. So what can these policy developments deliver?

The Copenhagen summit of 2009 is not remembered as the finest hour in international climate change diplomacy. But a month before the conference another meeting took place in the Danish capital. It was less heralded, but is making its own contribution to the fight against climate change.
