Abstract
THE address before us* breathes a freshness of outlook which bestirs the imagination of those who have watched a public awakening into the need for finding a healthy solution to a problem which, since the onset of the Industrial Revolution, and even before then, has been treated in Great Britain, to its sad discredit, with sore neglect.
