Abstract
AT the fourth Congress of the Universities of the British Empire in 1931, Sir Donald MacAlister observed that not merely for historical or statistical records, but also for the clear and cogent setting forth of current university problems, and for pertinent and practical suggestions for their solution, it had long been his practice to consult the reports of the Proceedings of these Congresses, and seldom in vain.
