Abstract
YOUR correspondent, Dr. Black, in accounting for the uniformly low death-rate of Portsmouth, has, I venture to suggest, omitted two somewhat important coefficients. The one is a thorough and well-planned system of drainage and outfall, completed some few years since at a cost of about 150,000l.; the other is the presence of a floating population of several thousand healthy adult males in the shape of the garrison and the sailors.
