Modifying risk factors: do the means justify the ends?

Maybe I like to use clich|[eacute]|s, but I do think we are losing our ability to see the forest for the trees. We are quite adept at identifying risk factors for common diseases, but our approach to modifying these factors often seems backwards or, at least, reactive rather than proactive.
