View from the trenches: That "top-level decision-maker" will have to be a Leslie Groves (leader of the Manhattan Project)! NOAA is shot through with organizational disfunction. Major projects are topheavy with administrative personnel and even split geographically so that key Congress members can have some of the jobs in their districts.
