  • When study sections are composed primarily of bench scientists who have no idea of what goes on in basic health care (I believe that is the objective of the National Institutes of "Health," correct?), then clinical investigators will indeed require 18 pages to accommodate explanation of how they will handle subject dropouts, incentives, control for placebo effects, recruitment methods, and so on.
