Capacity building: The road from Rio
Are think-tanks staffed by scientists a luxury that only rich nations can afford? Ehsan Masood meets the founders of four institutes that set out to help poorer nations to think for themselves.
It began with Rio. At the 1992 United Nations Earth Summit in Rio de Janeiro in Brazil, 171 countries came together to hammer out global rules to slow down climate change and halt the loss of biodiversity.
