Climate pact panned as diversionary tactic
Policy experts say treaty is designed to distract from Kyoto.
Australia and five other nations have signed a pact that the Australian government has said is superior to the Kyoto Protocol.
On 28 July, Australia, China, India, South Korea, Japan and the United States announced that they had signed an independent pact to help tackle climate change.
