Highly-quality, observational studies, such as the one by Glickman and colleagues, provide a critical contribution to our understanding about whether health-policy interventions are effective at improving health-care quality. This study is one of the first to evaluate the pay-for-performance pilot project conducted by Premier Inc. and CMS.1
