Special Projects Administrator – # 111348

SAIC-Frederick, Inc., a subsidiary of SAIC, is the Operations and Technical Support Contractor for the National Cancer Institute at Frederick (NCI-Frederick) a federally funded research and development center. SAIC-Frederick, Inc. is one of four related NCI contracts on-site and serves as the infrastructure support for the entire center. The contract is the largest single research contract awarded by the Department of Health and Human Services (DHHS) and it is the department’s only Government-owned, contractor-operated facility contract.

SAIC-Frederick, Inc. is currently searching for a Special Projects Administrator to perform overall programmatic support work, such as planning, research, analysis, correspondence control, communication, and/or liaison for special initiatives/projects within the Division of Clinical Research (DCR). Provides technical coordination and administration of subcontracts related to the DCR. This position is located in Bethesda, Maryland. Works effectively with all parties to develop subcontract requirements and other project initiatives, assists in writing statement of work, supports solicitation and award of subcontracts, and provides technical evaluation of the submission of data and deliverables under the subcontracts. Coordinates the development of project management plans and monitors all aspects of project execution assisting in the creation of work breakdown structure, flow charts, and other presentations of process flow and organizational structures. Develops and maintains a comprehensive database and metrics for various special initiatives/projects. Prepares presentations, training materials, program reports, special reports and planning. Assists in the preparation and planning necessary for the conduct of workshops and meetings of various topics and structure including the facilitation of training and communications. Coordinates meetings and site visits among various groups in order to develop effective programs (e.g., develops agendas, organizes multiple schedules in different time zones, manages registration, organizes resources, and records meeting and event minutes). Performs specialized research for special projects including specialized software and hardware products. Manages documentation process for the Technical Solutions group of the DCR.

REQUIRED: Possession of a Bachelors degree from an accredited college/university in a field related to health science/biomedical research/health, project management, or Information Technology; or four (4) years related experience in lieu of degree. Foreign educated candidates who have completed part or all of their education outside of the United States must have their foreign education evaluated by an SAIC-approved accrediting organization to assure that it has met the equivalency of the qualifications of degree work in the United States.

In addition to the education requirement, a minimum of five (5) years of progressively responsible job-related experience. Ability to generate tables, graphic reports, and databases as needed. Knowledge of federal grants/contracts management. Demonstrated proficiency with Microsoft Office, Excel, PowerPoint, Microsoft Visio, project coordination/management, and application user interfaces. This position is subject to obtaining a Public Trust Clearance. DESIRED: Background in informatics and development of IT/Telcom infrastructure.
