Abstract
Economist and former science minister Boris G. Saltykov sees opportunity for change and innovation in Russia.
Since the break-up of the Soviet Union, the Russian government has often declared a desire to create a 'knowledge-based economy'. In 2007, there are signs that a type of national innovation system can be created in Russia, assuming that a series of important institutional reforms are adopted.
