An ambitious international project to unite the planet's Earth-observing systems is under way. But getting everyone on board is no easy task, says Naomi Lubick.

Earth has no shortage of spies — mechanical ones, that is. A range of instruments, including satellites, tide gauges and weather stations, constantly track natural phenomena.
