Japan struggles towards emissions targets

Japan has set up a high-level committee on climate change in a bid to reach agreement on targets for reductions in carbon-dioxide emissions in time for December's UN climate convention in Kyoto. The committee will be chaired by the prime minister, Ryutaro Hashimoto.
