The hysteresis of the first switch provides a buffer so that the switch is robust to noise. The second switch, which is ultra-sensitive and lacks such a buffer, is sensitive to noise and subject to accidental switching (indicated by arrow). Hysteretic switches provide one mechanism to reduce switching chatter.
